26.\nAUTHORIZATION TO AWARD DOWNTOWN SPECIFIC PLAN (RFP 25-13) TO\nPRIMESTOR (COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the award of RFP 25-13 to Primestor for the Downtown Specific Plan;\nand\n2) Determine that the action is categorically exempt pursuant to the California\nEnvironmental Quality Act (CEQA) (Pub. Res. Code § 21000 et seq.); and\n3) Take such additional, related action that may be desirable.
