28.\nAMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT WITH\nGILBERT A. LIVAS (COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the City Manager to execute Amendment No. 1 to the professional\nservices agreement (PSA) with Gilbert A. Livas to modify the compensation\nstructure from an hourly rate to a monthly retainer of $7,500; and\n2) Extend the term of the existing agreement by three (3) years, through January 1,\n2029; and\n3) Authorize the City Manager to take any additional, related action(s) that may be\ndesirable.
