5.\nServices Agreement with Ocean Blue Environmental Services Inc. for On-Call\nEnvironmental Clean-Up Services\nRecommendation:\nA. Find that the proposed action is categorically exempt under the California Environmental\nQuality Act (CEQA) review, in accordance with CEQA Guidelines Section 15308, because the\naction is being carried out by a regulatory agency to maintain, restore, or enhance the\nenvironment, where the regulatory process includes procedures to protect the environment;\nand\nB. Approve and authorize the City Administrator to execute a Professional Services Agreement\nwith Ocean Blue Environmental Services, Inc. in substantially the same form as submitted, for\non-call environmental clean-up services for an amount not-to-exceed $500,000, for a three (3)\nyear term.
