ATTEND THE MEETING IN PERSON\n*The disruption in service of any alternative method does not prelude the City Council or other\nlegislative\nbody from taking further action and moving forward on the agenda.\nMeeting Schedule\nThe regular meetings of the City Council are held on the second and fourth Tuesday of each month, closed\nsession business will usually commence at 5:30 p.m., when scheduled, and general business session will\ncommence at 6:30 p.m.\nBrown Act\nAgendas are drafted to accurately state what the legislative body is being asked to consider. The legislative\nbody can take action on "all items" listed on the agenda and be in compliance with the open meeting laws.\nUnder the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain\nemergency or special circumstances exist. The governing body may direct staff to investigate and/or schedule\ncertain matters for consideration at a future meeting.\nCity's Vision Statement\nWe envision a thriving, safe and inclusive community where everyone has the opportunity to access exceptional\nservices, education and support to be resilient and live full, vibrant lives.\nPublic Communications\nPublic Comments on agenda items are limited to three (3) minutes. All comments are to be addressed directly\nto the Agency Members not to the members of the public.\nEmails for public comment received prior to 4:00 pm on the day of the Council Meeting will be summarized by\nthe City Clerk, not read in its entirety. A copy of the email will be provided to the City Council and will also be\navailable at the City Clerk's Office for public review. City's Budget and Fiscal Future\nThe City Council will consider receiving and filing a presentation on the City's Budget and Fiscal\nFuture. (AS)\nComments From The Audience - Non-Agenda Items\nDuring this time, members of the public may address the City Council regarding any items not listed on\nthe agenda and within the subject matter jurisdiction of the City Council and not on this agenda.\nComments from the audience will be limited to three (3) minutes per speaker; unless authorized by the\nMayor, the time limit may not be extended by utilizing another member's time. There will be no debate\nor action on items not listed on the agenda unless authorized by law. The collective initial period of\ntime for comments from the audience shall be limited to 45 minutes. Any speaker that did not get a\nchance to speak during this segment due to the 45-minute limitations will be able to speak at the end\nof the meeting prior to adjournment.\nNote: The City Council desires to provide all members of the public with the opportunity to address the\nCouncil. Nevertheless, obscene language, comments intended to disrupt/interfere, other actions which\ndisrupt the progress of the meeting or slanderous comments will not be tolerated and may result in\nejection and/or may constitute a violation of South Gate Municipal Code Section1.04.110.\nReports And Comments From City Officials\nDuring this time, members of the City Council will report on matters pertaining to their service on\nvarious intergovernmental boards and commissions as a representative of the City pursuant to\nAssembly Bill 1234. City Council Members will also have an opportunity to comment on matters not on\nthe agenda.\nConsent Calendar Items\nAgenda Items 2, 3, 4, 5, 6, and 7 are Consent Calendar Items. All items including Ordinances,\nResolutions and Contracts, may be approved by adoption of the Consent Calendar, individually and\ncollectively by one (1) motion. There will be no separate discussion of these items unless Members of\nthe City Council, the public, or staff request that specific items be removed from the Consent Calendar\nfor separate discussion and action. Members of the public are permitted to speak on any item listed\nbut their time period is limited to three (3) minutes in total.\nAny motion to introduce or adopt an Ordinance on the Consent Calendar shall be: (1) a motion to\nwaive the reading of the Ordinance and introduce the Ordinance or (2) a motion to waive the reading\nof the Ordinance and adopt the Ordinance, as appropriate.\n2. Ordinance: Reducing Citizen’s Advisory Committee From 20 to 10 Appointed Members\nThe City Council will consider: (CD)\na. Introducing an Ordinance amending Section 1.25.020 (Membership) of Chapter 1.25 (Citizens'\nAdvisory Committee), of Title 1 (Administration and Personnel), of the South Gate Municipal\nCode to reduce the number of appointed committee members to ten (10) entitling each Council\nMember to appoint two (2) committee members from among qualified residents of the city who\nare eighteen years of age or older. Approving Amendment No. 3 to Contract No. 2023-130-AC with Willdan Engineering, Inc.,\nthrough November 30, 2025;\nb. Approving use of Housing Authority administrative funds for as-needed services totaling\n$61,000; and\nc.
