22. \nCONSIDERATION OF 2025 MILLS ACT CONTRACTS FOR FOUR (4) HISTORIC\nRESOURCE PROPERTIES AND FINDING THE ACTIONS EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER CEQA GUIDELINES SECTION\n15331\nJ.\nRecommendations:\n1. Adopt the attached Resolutions approving the Mills Act Preservation Agreements for 426 Holly\nStreet, 501 Lombardy Lane, 503 Brooks Street, and 2646 Victoria Drive;\n2. Authorize the City Manager to sign the contract agreements with the owners of the subject\nproperties; and\n3. Find the recommended actions exempt from the California Environmental Quality Act pursuant\nto state CEQA Guidelines section 15331 and direct staff to cause the notice of exemption to be\nfiled with the County Clerk and State Clearinghouse.\nK.\nPUBLIC HEARINGS FOR APPEALS. Continue to conduct the Public Hearing that was opened at the October 28, 2025 Council\nmeeting, including receiving an updated staff report and taking public testimony and evidence\nrelating to the consideration of Design Review 242113 for modifications to a previously\napproved landscape plan for an existing singlefamily dwelling and the California Environmental\nQuality Act exemption under Section 15304 of the state CEQA Guidelines;\n2. Adopt a Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLAGUNA BEACH, CALIFORNIA, DENYING THE APPEAL AND SUSTAINING THE\nDESIGN REVIEW BOARD’S APPROVAL OF DESIGN REVIEW 242113 FOR\nMODIFICATIONS TO A PREVIOUSLY APPROVED LANDSCAPE PLAN FOR AN\nEXISTING SINGLEFAMILY DWELLING AT 1813 TEMPLE HILLS DRIVE LOCATED\nIN THE R1, RESIDENTIAL LOWDENSITY ZONE, AND CATEGORICAL\nEXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nGUIDELINES SECTION 15304 (CLASS 4),” upholding the Design Review Board’s\nconditional approval of Design Review 242113; and\n3. Find the project categorically exempt from the California Environmental Quality Act pursuant to\nCEQA Guidelines Section 15304 (Class 4 – Minor Alterations to Land).\nB. APPEAL OF COMMUNITY DEVELOPMENT DIRECTOR’S DESIGNEE’S APPROVAL OF\nDESIGN REVIEW 250891 FOR AN ELEVATED DECK ADDITION AT 31421 HOLLY DRIVE\nIN THE R1, RESIDENTIAL LOWDENSITY ZONE, AND FINDING THE PROJECT\nCATEGORICALLY EXEMPT UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nGUIDELINES SECTION 15301 (CLASS 1)\nRecommendations:\n1.
