F.\nConsider continuing the emergency justification for work and emergency\ncontracting for the Greater Portuguese Bend-Ancient Altamira Landslide\nEmergency Project. (Copp)\nRecommendation: 1) Reconfirm, by a four-fifths vote, there is a need to\ncontinue the work on the Emergency Project declared by Council-adopted\nResolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring\nimmediate action in the Greater Portuguese Bend-Ancient Altamira Landslide\nComplex (Landslide Complex) to seek to mitigate the movement of the\nlandslide; 2) Direct the City Clerk to confirm the same in the minutes of this\nCity Council meeting, via Minute Order, reflecting this action; 3) Accept the\nemergency landslide stabilization work conducted by Malcolm Drilling\nCompany, Inc. (Malcolm) between May 22, 2024 and June 30, 2025 (through\nFY 2024-25) as complete and authorize the City Clerk to file a Notice of\nCompletion for the construction contract with the Los Angeles County\nRegistrar-Recorder’s Office; 4) Approve Amendment No. 1 to the Consultant\nMaintenance Agreement (CMA) with Genesis Electrical, Inc. (Genesis) for\nmaintenance and repair services for the Abalone Cove Sanitary Sewer System\nlift station generators, increasing the not-to-exceed amount for the initial oneyear term by $50,000 from $25,000 to $75,000 while maintaining a 10%\ncontingency, for which the completed value of work under the amended\nAgreement will not exceed the project budget; 5) Approve issuing a purchase\norder for goods in the amount of $42,336 to Genesis for purchasing three (3)\ntrailer-mounted propane tanks to fuel the Abalone Cove Sanitary Sewer\nSystem lift station generators, for which the completed value of work as part of\nthe purchase order will not exceed the project budget; 6) Award a Public\nWorks Agreement (PWA) to Yellow Jacket Drilling Services, LLC. (Yellow\nJacket) for landslide emergency on-call dewatering well drilling and related\nservices in the not-to-exceed amount of $1,500,000, for a term ending on June\n30, 2026, for which the completed value of work under the Agreement\ncombined with other related on-call contracts will not exceed the project\nbudget; and, 7) Authorize the Mayor to execute the above-listed Agreements\nand Amendment in a form approved by the City Attorney.\nAgenda Report
