4.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH BLUE ANGEL INTERNATIONAL, LLC FOR THE PURCHASE OF\nCOVERED OVERHEAD\nELECTRICAL WIRES FOR UP TO FIVE YEARS FOR AN AMOUNT NOT-TO-EXCEED $1,000,000 (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (“CEQA”) pursuant to\nSection 21065 of CEQA\nand Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines, and as such, no environmental document pursuant to CEQA is\nrequired; and\n(2)\nAward a contract to lowest and best bid dated June 11, 2025, submitted by Blue Angel International, LLC (“Blue Angel”) in response to the\nspecifications for\nElectrical Tree Wires, and authorize the City Manager to enter into a contract for a grand total amount not-to-exceed $1,000,000, which includes the\nbase contract amount of $600,000\nfor three years and the option for two additional one-year extensions or an amount not-to-exceed $400,000, at the discretion of the City Manager.
