9.1 CONFIRMATION OF THE ESTABLISHMENT OF A CITY COUNCIL DISCRETIONARY\nFUND AND APPROVAL OF A CONTINUED CORRESPONDING ANNUAL\nAPPROPRIATION TO BE UTILIZED BY THE CITY COUNCL FOR A PUBLIC BENEFIT\nComments:\nA recent review of the November 7, 2023 staff report and supporting resolution shows that\nan ambiguity exists related to whether the discretionary funds were intended to be made\navailable to each Councilmember annually or bi-annually. The staff report and resolution\nprovide that the funds supporting the Discretionary Fund were to be allocated bi-annually\nas part of the City’s budget process. However, City staff believes that although the\nfunding for the Discretionary Fund is approved by the City Council bi-annually via the\nbudget approval process, the discretionary funds were intended to be provided to each\nCouncilmember annually.\nTo that end, City staff requests that the City Council confirm that its intent was to provide\neach Councilmember with $5,000 in discretionary funds to support the respective\nCouncilmembers’ efforts to meet their public service duties in a focused and streamlined\nmanner. (CM)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD CONFIRMING\nTHE ESTABLISHMENT OF A CITY COUNCIL DISCRETIONARY FUND AND\nAUTHORIZING A COTINUED ANNUAL APPROPRIATION OF $5,000 PER\nCOUNCILMEMBER"
