21. \n25-56936\nRecommendation to adopt resolution certifying the Park Tower Student Housing\nProject Environmental Impact Report (EIR-01-25, State Clearinghouse No.\n2024080441), making findings of fact related thereto and approving a Mitigation\nMonitoring and Reporting Program (MMRP);\n25-56937\nAdopt resolution approving a General Plan Amendment (GPA23-001), and adopt\nthe proposed findings related thereto, to change the land use PlaceType of the\nproperty at 5150 East Pacific Coast Highway from Community Commercial (CC) to\nNeighborhood-Serving Center or Corridor - Moderate (NSC-M) PlaceType;\na. Amend Map LU-7 (PlaceTypes) to convert the project site from CC to\nNSC-M PlaceType;\nb. Amend Map LU-12 (Neighborhood-Serving Centers and Corridors – Low\nand Moderate PlaceTypes) to include the project site;\nc. Amend Map LU-14 (Community Commercial PlaceType) to exclude the\nproject site;\nd. Amend Map LU-25 (Eastside) to convert the project site from CC to NSC-\nM;\n25-56938\nAdopt ordinance approving a Zoning Map Change (ZCHG23-001) request, and\nadopt the proposed findings related thereto, to amend the zoning designation for\nthe property at 5150 East Pacific Coast Highway from Community Commercial\nAutomobile-Oriented (Height Overlay) (CCA-HL) to Mixed Use 3 (MU-3) Zoning\nDistrict, read the first time and laid over to the next regular meeting of the City\nCouncil for final reading; and\nAffirm the Planning Commission’s conditional approval of the Site Plan Review\n(SPR23-001) and Conditional Use Permit (CUP23-001), and adopt the proposed\nfindings and conditions thereto, for the adaptive reuse of a seven-story office\nbuilding into a Special Group Residence (private dormitory) with 593 beds, a new\n728-square foot pavilion building, approximately 22,523 square feet of open space,\nand 364 parking spaces within an existing parking structure located at 5150 East\nPacific Coast Highway.
