7.e.\nCONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-103\nAPPROVING THE FIRST AMENDMENT TO THE AGREEMENT FOR\nCONTRACT SERVICES WITH MNS ENGINEERS, INC. TO ADMINISTER\nTHE CALHOME OWNER-OCCUPIED HOME REPAIR PROGRAM AND\nTHE FIRST-TIME HOMEBUYER PROGRAM\nOn February 18, 2025 City Council awarded an Agreement for Contract\nServices to MNS Engineers, Inc. as the responsive, responsible bidder to\nadminister and implement the CalHome Owner-Occupied Home Repair\nProgram and the First Time Homebuyer Program.\nRECOMMENDED ACTION: Staff recommends that the City Council\nadopts Resolution No. 25-103 First Amendment to the Agreement for\nContract Service ("Agreement") with MNS Engineers, Inc. to administer and\nimplement the CalHome programs, authorize the City Manager to execute\nthe First Amendment to the Agreement, and approve the use of CalHome\nReuse Funds to immediately fund program implementation while awaiting\nthe new grant award. In order to be in compliance with the CalHome\nguidelines, staff recommends amending the Agreement.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Approving and allocating\nfunds for eligible housing projects is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since\nthe action is not a project subject to CEQA, no environmental document is\nrequired.
