18. City Council/\nCDC:\nStaff recommends that the City Council and Community 25-1113\nDevelopment Commission (CDC): 1) adopt a resolution\ncertifying an Environmental Impact Report (SCH No.\n2023010231) for the Oceanside Transit Center\nRedevelopment and associated Mitigation Monitoring and\nReporting Program; 2) adopt a resolution approving a\nGeneral Plan Amendment (GPA22-00002) to change land\nuse designations from Downtown (DT), Coastal\nTransportation and Utility (C-TU), Coastal Residential High\nDensity (C-RH), and Coastal General Commercial (C-GC)\nto Specific Plan; 3) introduce an ordinance for Zone\nAmendment (RZA22-00001) to change existing zoning\ndesignations from Downtown District: Public Transportation\nand Railroad (D-14) and High Density Residential (D-5),\nPublic Utility and Transportation (PUT), Office Professional,\nCoastal (OP), and Medium Density Residential, Coastal\n(R-3) to Specific Plan and consideration of the OTC\nSpecific Plan; adopt a resolution approving Local Coastal\nProgram Amendment (LCPA22-00004); 4) adopt a\nresolution approving Vesting Tentative Map (T22-00006),\nDevelopment Plan (D22-00016), and Regular Coastal\nPermit (RC22-00011) for approval of the Oceanside Transit\nCenter Specific Plan and redevelopment of the Oceanside\nTransit Center into a mixed-use development project\nconsisting of an integrated intermodal transit facility,\nmulti-family residential units, office, and hotel uses on a\n10.15-acre site at 235 South Tremont Street.\nA) Mayor opens public hearing\nB) Mayor requests disclosure of Councilmember and constituent contacts\nand correspondence\nC) Clerk presents correspondence and/or petitions\nD) Testimony beginning with Darlene Nicandro, Development Services\nDirector\nE) Recommendation - adopt resolutions and introduce ordinance
