8N. General Services - Reject Bid, Appropriate Funds, and Award Public Works\nAgreement for Taxiway Lights and Wire Replacement at the Torrance\nMunicipal Airport - Zamperini Field. Expenditure: Not-to-Exceed $449,282\n(Non-General Fund},.\nRecommendation of the General Services Director that City Council:\n1) Reject bid submitted from BG Solutions, Inc. of Oxnard, CA (82022-41) as\nnon-responsive; and\n2) Appropriate $449,282 to the Airport Fund Operating Budget; and\n3) Appropriate $449,282 to FEAP 1136 Airfield Lighting and Signature Upgrade; and\n4) Award a public works agreement to Elecnor Belco Electric, Inc. of Chino, CA\n(82022-41) for an amount not-to-exceed $427,888 with a 5% contingency of $21,394\nfor Taxiway Lights and Wire Replacement for a one-year period beginning\nApril 11, 2023 and ending April 10, 2024; and\n5) Adopt a finding that the project is categorically exempt under the California\nEnvironmental Quality Act ("CEQA") pursuant to State CEQA Guidelines Section\n15301 (Existing Facilities) and that there are no features that distinguish this project\nfrom others in the exempt class, and therefore, there are no unusual circumstances.
