23.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO PROFESSIONAL SERVICES\nAGREEMENTS WITH DEODATE AND NORTH STAR ALLIANCES FOR THE\nREGIONAL MULTI-JURISDICTIONAL COALITION (BIG 4) TO PROMOTE\nLEGISLATIVE INTIATIVES TO FURTHER ECONOMIC DEVELOPMENT AND KEY\nPOLICY OBJECTIVES (FINANCE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Direct the City Manager to a Professional Services Agreement with North Star\nAlliances Not-To-Exceed $385,000 to provide Phase 1 Internal/External Strategic\nCommunication Services to the Regional Multi-Jurisdictional Coalition (Big 4).\n2) Direct the City Manager to a Professional Services Agreement with North Star\nAlliances Not-To-Exceed $280,000 to provide Phase 1 Real Estate Strategic\nServices to the Regional Multi-jurisdictional Coalition (Big 4).
