26.\nFIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR\nPETROLEUM ENGINEERING AND WELL ABANDONMENT CONSULTING\nSERVICES WITH PR FIELD SERVICES, INC. (COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Determine that the approval and execution of the First Amendment to Professional\nServices Agreement for Petroleum Engineering and Well Abandonment\nConsulting Services with PR Field Services, Inc. (First Amendment) is exempt\nfrom the requirements of the California Environmental Quality Act (CEQA);\n2) Authorize the City Manager/Executive Director to execute the First Amendment in\nsubstantially the form presented, with such minor modifications as approved by\nthe City Attorney, to increase the not-to-exceed amount from $50,000 to\n$100,000; and\n3) Authorize the City Manager to take any additional, related action(s) that may be\ndesirable.
