4.      FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO EXECUTE ALL AGREEMENTS WITH THE LOS ANGELES COUNTY\nMETROPOLITAN\nTRANSPORTATION AUTHORITY (METRO) TO ACCEPT $7,412,039 OF MEASURE M MULTI-YEAR SUBREGIONAL PROGRAM (MSP) FUNDS\nFOR FISCAL YEAR 27-28 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1)         Find that the action proposed in the agenda report not a project subject to the California Environmental Quality Act (CEQA) pursuant to\nSection 21065 of CEQA and\nSections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines, and as such, no environmental document pursuant to CEQA is\nrequired; and\n(2)         Authorize the City Manager to execute all agreements with the Los Angeles County Metropolitan Transportation Authority (Metro) to accept\nMeasure M Multi-year\nSubregional Program (MSP) funds for transportation projects; and\n(3)         Amend the Fiscal Year (FY) 2026-2030 Capital Improvement Program (CIP) Budget to recognize and appropriate $7,412,039 in Measure M\nMSP funds as detailed in the agenda report.
