23.\nLAGUNA PLAYHOUSE FUNDING ASSISTANCE\nRecommendations:\n1. Following the development and review of an acceptable Lease Amendment,\nauthorize the expenditure of $500,000 in two installments to the Laguna\nPlayhouse for operational support in exchange for greater access by community\norganizations to the Playhouse venue for more expansive performance art\nopportunities for the public‘s enjoyment;\n2. Direct staff to return to the Council with a proposed Lease Amendment to the\n2003 Playhouse – City Lease that memorializes the terms of the payment as\nwell as the community organization access agreements; and\n3. Find that these actions do not constitute a “project” within the meaning of the\nCalifornia Environmental Quality Act. (Public Resources Code Section 21065;\n14 CCR Section 15378(b)(5).)
