9.\nSERVICE AGREEMENT FOR SHELTER MANAGEMENT SERVICES AT THE\nALTERNATIVE SLEEPING LOCATION\nRecommendations:\n1. Approve a service agreement with Friendship Shelter, Inc. for the operation of\nthe Alternative Sleeping Location (ASL) from January 1, 2026, through June\n30, 2027, with the following financial limits:\nAn amount not to exceed two hundred fifty thousand dollars ($250,000)\nfor the operational period of January 1, 2026, through June 30, 2026.\nAn amount not to exceed five hundred thousand dollars ($500,000) for\nthe operational period of July 1, 2026, through June 30, 2027.\n2. Authorize the City Manager to execute the agreement and administrative\namendments that do not increase the total contract amount; and\n3. Find that the action is not a project under the California Environmental Quality\nAct pursuant to CEQA Guidelines Section 15378 because it does not result in a\ndirect or reasonably foreseeable indirect physical change in the environment.
