26.\nADOPTION OF THE 2025 WASTEWATER MASTER PLAN\nRecommendations:\n1. Adopt the 2025 Wastewater Master Plan; and\n2. Find that adoption of the 2025 Wastewater Master Plan is a government activity\nthat will not result in a direct or indirect physical change in the environment and\ntherefore does not constitute a “Project” under the California Environmental\nQuality Act pursuant to Sections 15060(c)(2) and 15060(c)(3). Individual\nprojects identified in the Plan will undergo separate CEQA review.
