C.\nAPPEAL OF DESIGN REVIEW BOARD APPROVAL OF DESIGN REVIEW 24-\n2113 FOR MODIFICATIONS TO A PREVIOUSLY APPROVED LANDSCAPE\nPLAN FOR AN EXISTING SINGLE-FAMILY DWELLING AT 1813 TEMPLE\nHILLS DRIVE LOCATED IN THE R-1, RESIDENTIAL LOW-DENSITY ZONE,\nAND CATEGORICAL EXEMPTION UNDER THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT GUIDELINES SECTION 15304 (CLASS 4)\nRecommendations:\n1.  Open the public hearing, take public testimony, and continue the public hearing\nto the January 6, 2026 City Council special meeting; and\n2. Find the action is not a project within the meaning of the California\nEnvironmental Quality Act under Public Resources Code Section 21065.
