12.\nMAGIC MOUNTAIN PARKWAY BEAUTIFICATION, PHASE I, PROJECT\nB1019 - PLANS, SPECIFICATIONS, AND CONSTRUCTION CONTRACT - This\nitem considers awarding a construction contract for the Magic Mountain Parkway\nBeautification, Phase I project. The improvements include the continuation of the\nexisting landscaped median, curb, and gutters and overlay of Magic Mountain Parkway\nfrom Tourney Road to McBean Parkway.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Magic Mountain Parkway\nBeautification, Phase I, Project B1019.\n2. Find the Magic Mountain Parkway Beautification project exempt from review under\nthe California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations Article 19 Section 15301.\n3. Award the construction contract to Toro Enterprises, Inc., in the amount of\n$6,908,231 and authorize a contingency in the amount of $1,036,235, for a total\ncontract amount not to exceed $7,944,466.\n4. Award the professional services contract to Encompass Consultant Group, Inc., to\nprovide construction support services in the amount of $233,534 and authorize a\ncontingency in the amount of $23,353, for a total contract amount not to exceed\n$256,887.\n5. Appropriate one-time funds in the amount of $5,000,000 from the Miscellaneous\nFederal Grants (Fund 229) to expenditure account B1019229-516101 and decrease\nexpenditure account B1019233-516101 (TDA Art 8 Fund) by $5,000,000. Increase\nMiscellaneous Federal Grants Fund revenue account 229-442409 by $5,000,000.\n6. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.
