Award and authorize the City Manager to enter into a Professional\nServices Agreement with Issiah Avila dba Soundbox Group, LLC in the\namount of $120,000.00 to provide consulting services for downtown\neconomic development, with a specific focus on Stage Red marketing\nand promotion.\n2. Approve the Non-Competitive Proposal purchase under the Purchasing\nPolicies 3.1.5 for Single Source/Sole Source method.\n3.
