General Services – Award Design Build Agreement, Appropriate Funds for Electrical Improvements\nat Torrance Municipal Airport (Zamperini Field) and Adopt California Environmental Quality Act\n(CEQA) Categorical Exemption Pursuant to\nSection 15301.\nExpenditure:\nNot-to-Exceed\n$5,333,332.80 (Non-General Fund).\nRecommendation of the General Services Director that City Council:\n1. Award a design build agreement to Royal Electric Co. of Long Beach, CA, in the amount of\n$4,444,444, and authorize a 20% contingency of $888,888.80, for a total not-to-exceed amount of\n$5,333,332.80, for Electrical Improvements at Torrance Municipal Airport - Zamperini Field, for a\none-year (1) period beginning December 16, 2025, and ending December 31, 2026; and\n2. Appropriate $2,750,000 from the Airport‘s Fund Balance to the Taxiway Lighting Replacement\nproject (FAC0017-BI0005); and\n3. Adopt a California Environmental Quality Act (CEQA) Categorical exemption pursuant to Section\n15301 (Existing Facilities).
