PUBLIC HEARINGS:\nTo speak on Public Hearing Items, submit comments via e-mail at\npubliccomments@fontana.org. In the subject of your e-mail please indicate whether you are in\nfavor or opposition of the item. Comments must be received no later than 5:00 P.M. on the\nday of the meeting. Comments of no more than three (3) minutes will be read into the record\nat the appropriate time during the meeting. If you challenge in court any action taken\nconcerning a Public Hearing item, you may be limited to raising only those issues you or\nsomeone else raised at the Public Hearing described in this notice or in written\ncorrespondence delivered to the City at, or prior to, the Public Hearing.\nAll Public Hearings will be conducted following this format:\n(a) hearing opened (e) oral - favor\n(b) written communication (f) oral - opposition\n(c) council/staff comments (g) hearing closed\n(d) applicant comments (applicant not limited to 5 minutes)\nA. Public Hearing and Adoption of HUD Community 21-2042\nDevelopment Block Grant, HOME Investment Partnerships\nProgram, and Emergency Solutions Grant 2023 Annual\nAction Plan\n1. Adopt the draft FY2023-24 Annual Action Plan for Community\nDevelopment Block Grant (CDBG), HOME Investment Partnerships\nProgram (HOME), and Emergency Solutions Grant (ESG)\nprogramming;\n2. Authorize the City Manager, or City Manager’s designee, to execute\nand transmit any documents necessary or desirable, including but not\nlimited to purchase agreements that may include acquisitions costs up\nto the full amount of the allocated funds, to ensure the City's timely\nreceipt and execution of Community Development Block Grant\n(CDBG), HOME Investment Partnerships Program (HOME), and\nEmergency Solutions Grant (ESG) programs;\n3. Authorize the City Manager, or City Manager’s designee, to execute\nand transmit any documents necessary or desirable, including but not\nlimited to purchase agreements that may include acquisitions costs up\nto the full amount of the allocated funds, to facilitate the timely\nadministration of the Community Development Block Grant (CDBG)\nAcquisition, Rehabilitation, and Rental Program including but not\nlimited to property purchase agreements.\nAttachments: 23-24 Fontana AAP_DRAFT REV2.pdf
