Item 609:\nCollege Area Community Plan Update and Associated Zoning Actions.\nThis item will be considered in the afternoon session which is scheduled to begin at\n1:00 p.m.\nTotal Estimated Cost of Proposed Action and Funding Source:\nThere are no expenditures being authorized with this action.\nCouncil District(s) Affected:  9.\nProposed Actions:\nThese action requests approval of General Plan Amendments; San Diego Municipal Code\nAmendments; Mid-City Communities Plan Amendment; Comprehensive Update to the\nCollege Area Community Plan, Rezones, Repeal of the Core Sub Area Design Manual,\nAddendum to Program Environmental Impact Report SCH No. 2021070359 for the\ncomprehensive College Area Community Plan Update (College Area CPU Project).\nSubitem-A:  (R-2026-130)\nResolution Adopting Addendum to PEIR SCH No. 2021070359 and Adopting the\nMitigation, Monitoring, and Reporting Program for the College Area CPU Project.\nSubitem-B:  (R-2026-131)\nResolution approving an Amendment to the General Plan and the College Area\nCommunity Plan for the College Area CPU Project.\nSubitem-C:  (R-2026-132)\nResolution approving an Amendment to the General Plan and the Mid-City Communities\nPlan for the College Area CPU Project.\nSubitem-D:  (O-2026-24)\nIntroduction of an Ordinance approving rezoning lands within the College Area\nCommunity Plan Area, in the City of San Diego consistent with the College Area CPU\nProject.\nCommittee Actions Taken:\nThis item was heard at the Land Use and Housing Committee meeting on November 21,\n2025.\nACTION:  Motion by Vice Chair Elo-Rivera, second by Councilmember Moreno, to\nrecommend Council approval of staff’s proposed actions and request that City Planning\nDepartment add appropriate additional policies or language supporting anti-displacement\nand anti-speculation strategies reflecting the language in existing HAP 2.0, General Plan\nHousing Element, and tenant protections in the draft that comes before City Council, and\nextend the "District" pedestrian route classification on Montezuma further west to 54th\nstreet where Hardy Elementary is.\nVOTE: 3-1; Lee-yea, Elo-Rivera-yea, Moreno-yea, Campillo-nay.\nPlanning: Nathen Causman, (619) 236-7225\nCity Attorney Contact: Shannon Eckmeyer
