Adoption of Memorandum of Understanding (MOU) between the City of\nEncinitas and the Encinitas Firefighter’s Association (EFFA) effective January\n1, 2026 through December 31, 2029.  Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15378(b)(5) of CEQA Guidelines.  The action involves an organizational or\nadministrative activity of government that will not result in direct or indirect\nphysical change in the environment.  Contact Person: Human Resources\nDirector von Kalinowski\nRecommended Action: 1) Adopt Resolution No. 2025-123 titled, "A\nResolution of the City Council of the City of Encinitas, California, Adopting the\nMemorandum of Understanding Between the City of Encinitas and Encinitas\nFirefighter's Association, IAFF 3787 Dated January 1, 2026" adopting a\nmemorandum of understanding between the City of Encinitas and the\nEncinitas Firefighter's Association and authorizing the City Manager or\ndesignee(s) to execute the memorandum of understanding on behalf of the\nCity of Encinitas, and 2) Adopt Resolution No. 2025-124 titled, "A Resolution\nof the City Council of the City of Encinitas, California, Adopting the Pay\nRanges for the Encinitas Firefighter's Association, IAFF 3787, Effective\nJanuary 1, 2026" approving the Pay Ranges for the Encinitas Firefighter's\nAssociation effective January 1, 2026.\n2025-12-17 Item 10D EFFA MOU
