A\n\nConsideration and possible action to read by title only, waive further reading,\nand introduce Ordinance No. 1452 - An Ordinance adding § 2.04.080 to\nBellflower Municipal Code to implement the Bellflower City Charter by\nestablishing voting requirements for ordinances, resolutions, and other\nCity Council actions. [CITY]\nCEQA: The Ordinance is exempt from additional review under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 California Code of Regulations\n§§ 15000, et seq., the “CEQA Guidelines”) because, under CEQA Guidelines\n§§ 15061(b)(3) and 15378(b)(5), the Ordinance establishes internal governmental\nprocedures that have no potential to cause a significant effect on the environment.\nRecommendation to City Council: 1) Read by title only, waive further reading, and\nintroduce Ordinance No. 1452, adding § 2.04.080 to the Bellflower Municipal Code\nto establish voting requirements for ordinances, resolutions, and other City Council\nactions consistent with the City Charter; or 2) Alternatively, discuss and take other\naction related to this item.
