14.\nAPPROVAL OF A CONTRACT WITH LENCO INDUSTRIES, INC. FOR THE\nPURCHASE OF AN ARMORED VEHICLE – F2M26-6A, C2M26-2, M2M26-7\nCurrently, the Alhambra Police Department responds to various incidents by utilizing\nstandard issued patrol vehicles. When an incident requires a vehicle offering enhanced\nprotection, such as the routine execution of search warrants or other high-risk operations,\nthe Department must rely on borrowing an Armored Rescue Vehicle (ARV) from\nneighboring cities including San Gabriel, Monterey Park, Baldwin Park, Arcadia, and\nGlendale. The ARV can also be used in response to critical incidents to enhance\ncommunity and officer safety and improve scene containment and stabilization. Lenco\nIndustries, Inc. provided a quote of $123,690 for a used 2006 Lenco G2 Bearcat, which\nwas refurbished in 2017. Staff is recommending the purchase of a used ARV because a\nnew ARV takes approximately 12-18 months to manufacture and can cost $320,000.\nLenco is the sole source as other companies do not have the availability to a used ARV.\nSole source purchase is allowable per Alhambra Municipal Code Section 3.36.080(B)(2).\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Lenco Industries, Inc. for the purchase\nof an Armored Rescue Vehicle in an amount not to exceed $123,690; authorize the Chief\nof Police to execute said agreement; and, direct staff to undertake the steps necessary to\nfinalize Council’s action.
