8M. Public Works – Adopt RESOLUTION Approving New Recycled Water Rate Structure and Approve\nEffective Date for New Recycled Water Rate Structure. Expenditure: None.\nRecommendation of the Public Works Director that City Council:\n1. Adopt a RESOLUTION approving a new recycled water rate structure for all recycled water\ncustomers in the Torrance Municipal Water service area; and\n2. Repeal Resolution No. 99-103 in its entirety; and\n3. Approve February 1, 2026, as the effective date for the new recycled water rate structure to be\nimplemented.\n8N.\nCity Manager – Approve First Amendment to Memorandum of Understanding with the South Bay\nCities Council of Governments (SBCCOG) for the Administration of Measure A Local Solutions Fund\n(C2025-215), Accept and Appropriate Funding, and Authorize the Mayor as Signatory for Lease\nAgreements. Expenditure: Not-to-Exceed $40,000 (Non-General Fund).\nRecommendation of the City Manager that City Council:\n1. Approve first amendment to memorandum of understanding with the South Bay Cities Council of\nGovernments (SBCCOG) for the administration of Measure A Local Solutions Fund (C2025-215); and\n2. Accept and appropriate $40,000 from SBCCOG Measure A Local Solutions funding for single-room\noccupancy (SRO) beds to the Measure A Local Solutions Funds Grant project (GRTCD0005); and\n3. Authorize the Mayor as the City’s signatory for the lease agreements for 6 SRO units with Sunshine\n11 LP, subject to the prescribed terms.
