Authorization to Apply for a Local Early Action Planning (LEAP) Grant\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, authorizing the City\nManager, or designee, to apply for the California Department of Housing and\nCommunity Development’s (HCD) Local Early Action Planning (LEAP) Grant Program\nin the amount of $500,000 and, if awarded, authorizes the City Manager, or designee,\nto execute the standard agreement.
