The Finance/Personnel Subcommittee reviewed this item and\nrecommended forwarding it to the full City Council for discussion, without taking a position to\napprove or reject either option. Based on the discussion, staff will return with the preferred option\nof the full City Council for consideration in a subsequent ordinance amendment.
