1.\nIntroduction of Ordinance No. 2026-239 Amending various sections of the\nLaguna Niguel Municipal Code to implement state-mandated land use\nlegislation regarding accessory dwelling units (ADUs) and junior accessory\ndwelling units (JADUs)\nRecommendation\nStaff recommends that the City Council open the public hearing, take public\ntestimony, close the public hearing, and then take the following actions:\n1. Waive full reading, make any amendments to, and introduce Ordinance No.\n2026-239 by title:\nORDINANCE NO. 2026-239\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA\nNIGUEL, CALIFORNIA, ADOPTING ZONING CODE AMENDMENT ZCA 25-\n0002 AMENDING VARIOUS SECTIONS OF THE LAGUNA NIGUEL\nMUNICIPAL CODE REGARDING ACCESSORY DWELLING UNITS AND\nJUNIOR ACCESSORY DWELLING UNITS AND FINDING THE ACTION TO\nBE STATUTORILY EXEMPT FROM CEQA UNDER PUBLIC RESOURCES\nCODE § 21080.17\n2.
