4.1.\nPre-zoning for a 190-acre site located in the unincorporated area of Riverside County\nand within the City of San Jacinto Sphere of Influence, generally south of Ramona\nExpressway, north of Artesia Street, east of San Jacinto Avenues, and west of Vernon\nAvenue. (P22-084)\nRECOMMENDATION:\nThe Planning Commission recommends that the City Council:\n1.\nDETERMINE that pursuant to the California Code of Regulations the project\nis exempt from CEQA as the project is (1) covered by the common-sense\nexemption, CEQA Guidelines Section 15061(b)(3), (2) the project is a\nFeasibility and Planning Study, CEQA Guidelines Section 15262, and (3) the\nproject is consistent with the General Plan polices for which an EIR was\ncertified, CEQA Guidelines Section 15183.\n2.\nINTRODUCE Ordinance No. 26-01, for first reading to approve the Pre-\nZoning (P22-084) of 94 parcels on 190 acres for the future annexation of land\ngenerally located south of Ramona Expressway and north of Artesia Street\nbetween San Jacinto Avenue and Vernon Avenue.\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO, CALIFORNIA, APPROVES PRE-ZONING FOR 94 PARCELS on 190 ACRES within the city’s sphere of influence related to the proposed annexation P22-084 (ANNEXATION “A”) and the adjacent annexation area.\n(ANNEXATION “B”).\nDepartment: Community Development
