16. CONSIDER APPROVAL OF THE 2026 STUDENT CULTURAL EXCHANGE DELEGATION TO SOKA,\nJAPAN (CITY COUNCIL)\nRECOMMENDED ACTION\n— 1. DECLARE that the City of Carson expenditures toward the 2026 Soka, Japan Student\nExchange Program serves a public purpose.\n— 2. APPROVE the composition of five student delegates to be selected as the 2026 Student\nCultural Exchange delegation to Soka, Japan.\n— 3. APPROVE the selection of a representative on staff or a representative from the Carson\nSister Cities Association as chaperon for the student delegation.\n— 4. APPROVE $6,650 to cover the cost for the chaperon ($1,900) and one-half of the airfare\nfor the student delegates ($4,750).
