RESOLUTION NO.      - Award of three (3)-year Design-Build Contract to Vanderlande Industries, Inc.:  Covering design and construction of the Baggage Optimization Project - Phase 2 at Los Angeles International Airport, for cost not to exceed $179,364,405; and appropriation of $128,507,788 to include Los Angeles World Airports costs \nPURPOSE: The award of the contract to Vanderlande Industries, Inc. enables Los Angeles World Airports to complete the design, pre-construction, construction, and installation services for implementation of the Baggage Optimization Project - Phase 2 (BOP 2) at Los Angeles International Airport. BOP 2 provides upgrades to baggage handling systems in the Tom Bradley International Terminal (TBIT) by replacing and consolidating existing baggage screening matrices and providing connectivity to the new West Gates at TBIT. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; further find that the proposal from Vanderlande Industries, Inc. represents the lowest ultimate cost (as defined in Charter Section 371) to the City; further find that the award of contract is in compliance with Los Angeles City Ordinance 182347 approved by the City Council on December 15, 2012; approve Award of Design-Build Contract to Vanderlande Industries, Inc.; further approve a budgeted Owner's Contingency of $10,484,253 for the contract that can only be utilized through change orders authorized by the Chief Executive Officer, or designee, or the Board of Airport Commissioners; further approve appropriation of $128,507,788 for the contract, including, but not limited to, design, pre-construction, permitting, construction, soft costs, and project contingency; authorize the Chief Executive Officer, or designee, to approve and execute change orders to the contract up to the budgeted Owner's Contingency of $10,484,253 for the contract, provided that, prior to execution of any change order in excess of $500,000, the Board of Airport Commissioners shall have reviewed and authorized execution thereof, and such authorization shall become final pursuant to City Charter Section 245; and further authorize the Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney.
