The right-of-way vacation is not a “Project”\npursuant to Section 15378(b)(5) of the CEQA Guidelines.\nRECOMMENDED ACTION:\nConduct the public hearing and adopt resolutions:\nA.\nApproving a vacation of the portion of Walnut Drive between Main Street and Spruce\nRoad and approving a tentative map (TM22-0004) creating an 11-unit condominium\ndensity bonus project with site improvements; and\nB.\nDeclaring the City-owned real property located between Main Street and Spruce\nRoad consisting of a 4,552-square foot portion of Walnut Drive, exempt surplus land.
