SECOND READING AND ADOPTION OF ORDINANCE NOS. 2025-1258 AND 2025-1259\nTO APPROVE CLERICAL REVISIONS TO THE PREVIOUSLY APPROVED LOCAL\nCOASTAL PROGRAM AMENDMENT AND RELATED ZONING ORDINANCE UPDATES.\n(0660-95)\nRecommendation:\nThat the City Council conduct the second reading by title only, waiving further reading, and\nadopt Ordinance Nos. 2025-1258 and 2025-1259 approving the proposed amendment of\nTitle 19 of the Imperial Beach Municipal Code for permanent supportive housing, low barrier\nnavigation centers, by-right review, state density bonus law and, finding and certifying that\nthe proposed zoning amendment (Ordinance Nos. 2025-1258 and 2025-1259) is consistent\nwith the Coastal Act and finding an exemption pursuant to California Environmental Quality\nAct (CEQA) Guidelines Section 15061(b)(3) (the common sense exemption).
