E\n\nConsideration and possible action to waive further reading and adopt\nOrdinance No. 1452 – An Ordinance adding § 2.04.080 to Bellflower Municipal\nCode to implement the Bellflower City Charter by establishing voting\nrequirements for ordinances, resolutions, and other City Council actions.\nCEQA: The Ordinance is exempt from additional review under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”)\nand the regulations promulgated thereunder (14 California Code of Regulations\n§§ 15000, et seq., the “CEQA Guidelines”) because, under CEQA Guidelines\n§§ 15061(b)(3) and 15378(b)(5), the Ordinance establishes internal governmental\nprocedures that have no potential to cause a significant effect on the environment.\nRecommendation to City Council: 1) Waive further reading, including by title, and\nadopt Ordinance No. 1452; or 2) Alternatively, discuss and take other action\nrelated to this item.
