15.\nAPPROVAL OF A CONTRACT FOR THIRD PARTY ADMINISTRATION OF GENERAL\nLIABILITY CLAIMS – F2M18-42, C2M26-8, M2M26-20\nOn July 1, 2018, the City Council authorized the City’s membership in the California Joint\nPowers Insurance Authority (CJPIA) for insurance services. As part of the requirements\nfor membership, the City contracted with third party administrator Carl Warren &\nCompany, who was selected by CJPIA for the administration of the City’s general liability\nclaims. Most recently, as of January 1, 2026, the City was notified of the CJPIA’s decision\nto no longer utilize Carl Warren & Company and instead utilize the services of Athens\nAdministrators beginning on January 1, 2026 as the third-party administrator of all general\nliability claims for CJPIA member agencies. The City’s Memorandum of Coverage for the\nGeneral Liability Program dictates that CJPIA, “at its discretion, will choose and manage\nservice providers necessary to fulfill its objectives; including third party claims\nadministrators, medical management providers, defense attorneys, investigators, etc.”\nRecommended Action:\nCity Council approve a contract with Athens Administrators,\nsubject to final language approval by the City Manager and City Attorney, to provide third\nparty general liability claims administration through the City’s membership with the\nCalifornia Joint Powers Insurance Authority; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
