11.\nAWARD CONTRACT: REHABILITATION OF THE STORM DRAIN ON CARLOS\nAVENUE – F2M25-64, N2M25-175, C2M26-5, M2M26-15\nOn December 8, 2025, the City Council approved the distribution of Notice Inviting Bids\nfor the Storm Drain Rehabilitation Project on Carlos Avenue. On January 8, 2026, bids\nwere opened by the City Clerk. Five bids were received, which ranged from $100,300.00\nto $184,400.00. Torres Sanitation Systems Construction, submitted the lowest qualified\nbid at $100,300.00. Staff reviewed the bid submitted by Torres Sanitation Systems\nConstruction, and found it to be in full compliance and conformance with the project’s\nspecifications.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nTorres Sanitation Systems Construction for the Storm Drain Rehabilitation Project on\nCarlos Avenue in an amount not to exceed $100,300.00; determine that Torres Sanitation\nSystems Construction for the Storm Drain Rehabilitation Project on Carlos Street\ncategorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15301 (b); and, direct staff to undertake the steps necessary to finalize\nthe Council’s action.
