10.\nAward the contract to the lowest responsible bidder, R.J. Noble Company, in the amount of\n$2,121,180.92, for the Broadway Rehabilitation from Anaheim Boulevard to East Street Project;\nauthorize the Director of Public Works to execute the Contract and any other related documents,\nand to take such actions as are necessary to implement and administer the Contract; and\nauthorize the Finance Director to execute the Escrow Agreement pertaining to contract\nretentions; and determine that the Project is categorically exempt under the California\nEnvironmental Quality Act pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of\nthe California Code of Regulations.
