Authorize the City Manager to execute Amendment No. 1 to Master Services Agreement #24-43\nbetween the City of Laguna Beach and Hinderliter De Llamas and Associates; and\n2. Find that this action is not a project subject to the California Environmental Quality Act pursuant to\nCEQA Guidelines Section 15378.
