8.\nApprove Initial Study and Adopt a Mitigated Negative Declaration and Mitigation Monitoring\nand Reporting Program, and Approve Plans and Specifications for Ynez Road Improvements -\nPhase I Project, PW23-02\nThat the City Council:\n1. Adopt a resolution entitled:\nRESOLUTION NO.\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nTEMECULA APPROVING THE INITIAL STUDY AND ADOPTING A\nRecommendation:\nMITIGATED\nNEGATIVE\nDECLARATION;\nADOPTING\nA\nMITIGATION MONITORING AND REPORTING PROGRAM; AND\nAPPROVING PLANS AND SPECIFICATIONS IN SUBSTANTIAL\nFORM, ALL FOR THE YNEZ ROAD IMPROVEMENTS - PHASE I\nPROJECT, PW23-02\n2. Authorize the Director of Public Works/City Engineer to make minor\nrefinements and revisions as necessary to the Plans and Specifications;\nand\n3.
