12.\nAdoption of Resolution No. 26- Implementing the City of Commerce Home\nBeautification Program and to Amend an Agreement with Avant Garde Inc.\nfor the Implementation and Administration of the City of Commerce Home\nBeautification Grant Program (HBGP)\nThe City Council will consider adopting Resolution No. 26-:\n1. Approving the implementation of the City of Commerce Home Beautification\nGrant Program (HBGP) using an initial budget appropriation from the Project\nManagement Fund in the amount of $325,000, $75,000 of which would be\nallocated for program implementation and administration;\n2. Authorizing the City Manager or designee to develop and adopt policies and\nprocedures for distributing funds for qualified expenses to property owners\nparticipating in the HBGP, eligibility criteria, allowed expenses, and application\nprocess, among others;\n3. Authorizing the City Manager to amend an existing agreement with Avant\nGarde Inc. to increase the budget, scope and term for the implementation and\nadministration of the HBGP; and\n4.
