Adopt Ordinance No. 1146 repealing sections 10.04.035 and 10.04.040 of the Lancaster\nmunicipal code relating to vehicular cruising to align with AB436 which amended Section\n21100(k) CVC.\nSince the City enacted Ordinance No. 726, the California Legislature passed Assembly Bill\n436, which amended Section 21100(k) of the California Vehicle Code to delete the statutory\nauthorization upon which Ordinance No. 726 was based. This impacts sections 10.04.035 and\n10.04.040 of the Lancaster municipal code relating to vehicular cruising, requiring those\nsections to be repealed to remain consistent with state law.\nJPH 1. A Resolution of the City Council of the City of Lancaster, authorizing the issuance of\nLancaster Financing Authority Lease Revenue Bonds in an aggregate principal amount of\nnot-to-exceed $28,000,000 and authorizing the execution of necessary documents and\ncertificates and related actions.\nRecommendation:\nTake the following actions:\nACTING AS THE CITY COUNCIL:\n1. Hold a Public Hearing\n2. Adopt Resolution No.____ entitled “Resolution of the City Council of the City of\nLancaster, Authorizing the Issuance of Lancaster Financing Authority Lease Revenue Bonds\nin an Aggregate Principal Amount of not to Exceed $28,000,000 and Authorizing the\nExecution of Necessary Documents and Certificates and Related Actions.”\nACTING AS THE LANCASTER FINANCING AUTHORITY:\n3. Adopt Resolution No. _____ entitled “A Resolution of the Lancaster Financing Authority\nAuthorizing the Issuance of Lancaster Financing Authority Lease Revenue Bonds in an\nAggregate Principal Amount of not to Exceed $28,000,000 and Authorizing the Execution of\nNecessary Documents and Certificates and Related Actions.\nThe City has identified the need for financing the acquisition, construction and installation of\ncertain capital improvements, including but not limited to the Multi-Agency Regional\nResiliency Center, construction of the Avenue J Pocket Park, improvements to American\nHeroes Park and Jane Reynolds Park, certain other parks and recreation improvements within\nthe City, certain public art projects located within the City, certain street and traffic\nimprovements within the City, and other improvements, facilities and equipment\n(collectively, the “Projects”).
