4.D.\nApproval of First Modification of Agreement #11424 with The Salvation Army\nfor Homeless Outreach Efforts\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3)(Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines; and\n2. Authorize the City Manager to negotiate and execute a first modification to\nagreement #11424 in the amount of $433,365 with The Salvation Army to\nprovide homeless outreach efforts, including supporting the City’s 311\nOutreach effort and assisting the City’s Homeless Liaison Program for the\nPolice Department. This will result in a 3-year amended agreement with a\nnew total amount not to exceed $879,615, and with future year funding\ncontingent on Council budget approval.
