8. Adoption of the Initial Study/Mitigated Negative Declaration (IS/MND), Associated Project Plans, a Use\nand Maintenance Agreement with Los Angeles County Flood Control District, and an Amendment to the\nContract Agreement with Craftwater Engineering, Inc. for the Finkbiner Park Stormwater Capture Project\nRecommended Action for the City Council\n— 1. Adopt the Initial Study/Mitigated Negative Declaration (IS/MND) and the associated Mitigation\nMonitoring and Reporting Program (MMRP) for the Finkbiner Park Stormwater Capture Project pursuant to\nthe California Environmental Quality Act (CEQA);\n— 2. Approve the Finkbiner Park Stormwater Capture project plans;\n— 3. Authorize the City Manager to execute a Use and Maintenance Agreement with the Los Angeles\nCounty Flood Control District (LACFCD) for project implementation on County property;\n— 4. Approve an Amendment to the Contract Services Agreement with Craftwater Engineering, Inc., to\nextend the term of the agreement through December 31, 2026, to provide continued support through the\nregulatory permitting process; and\n— 5. Authorize the City Manager to execute the Amendment to the Contract Services Agreement\nwith Craftwater Engineering, Inc.
