8F.\nAuthorize the award of a construction contract to Palm Engineering\nConstruction Company, Inc. for the Glen Park ADA Improvements Project\n(CF18A).  Environmental Considerations: The proposed project has been\ndetermined to be exempt from the California Environmental Quality Act\n(CEQA) pursuant to Section 15301 (Existing Facilities) of the CEQA\nGuidelines, which exempts operation, repair, maintenance, permitting, leasing,\nlicensing, or minor alteration of existing public or private structures, facilities,\nmechanical equipment, or topographic features, involving negligible or no\nexpansion of existing or former use. The proposed project meets these\ncriteria. None of the exceptions in Section 15300.2 of the CEQA Guidelines\nexists and no historical resources will be impacted by the proposed project.\nContact Person: Senior Engineer Baldenegro\nRecommended Action: 1) Authorize the City Manager or designee, in\nconsultation with the City Attorney, to execute a contract in substantial form\nand any necessary amendments and time extensions with Palm Engineering\nConstruction Company, Inc. for $339,013 ($243,538 Base Bid + $95,475\nAdditive Alternate #1), plus a 15 percent contingency of $50,852, for a total\ncost not-to-exceed $389,865 for the construction contract of the Glen Park\nADA Improvements Project (CF18A); and 2) Adopt City Council Resolution No.\n2026-09, titled "A Resolution of the City Council of the City of Encinitas,\nCalifornia, Amending the Fiscal Year 2025-26 Budget."\n2026-01-28 Item 08F Glen Park ADA Improvements Project (CF18A)\nConstruction Contract Award
