16.\nStaff recommends that the City Council adopt a resolution\ndenying the appeal and upholding Planning Commission\nResolution No. 2025-P23 certifying a Final Environmental\nImpact Report (FEIR) and Associated Mitigation Monitoring\nand Reporting Program (MMRP) and upholding Planning\nCommission Resolution\nNo. 2025-P20 approving\na Tentative Map (T22-00004),\nDevelopment Plan\n(D22-00009), and Density Bonus (DB22-00005) to allow for\nthe subdivision of 16.78-acre property into 83 single-family\nlots (Lots 1-83) for residential purposes and six additional\nlots (Lots A - F) for a private road, bio-filtration basins,\nrecreational open space, and natural open space, the\nconstruction of 83 detached single-family homes and\nassociated site improvements including landscaping and\nrecreational areas and a density bonus for the granting of\nseven waivers from applicable development standards in\norder to develop at the density proposed in exchange for\nsetting aside four dwelling units for very-low income\nhouseholds.\n26-1200\nCity Council:\nA) Mayor opens public hearing\nB) Mayor requests disclosure of Councilmember and constituent contacts\nand correspondence\nC) Clerk presents correspondence and/or petitions\nD) Testimony beginning with Manuel Baeza, Principal Planner\nE) Testimony of Appellant, if requested\nF) Testimony of Applicant, if requested\nG) Recommendation - adopt resolution
