Council initiated item from Council Member Jim O’Hara regarding an\nordinance to create amendments to the City of Encinitas, California’s\nMunicipal Code Title 14 (Traffic Codes) Regarding Bicycles, specifically\naddressing e-bike safety.  Environmental Considerations: The action being\nconsidered by the City Council is exempt from the California Environmental\nQuality Act (CEQA) because it is not a "project" under Section 15378(b)(5) of\nCEQA Guidelines.  The action involves an organizational or administrative\nactivity of government that will not result in the direct or indirect physical\nchange in the environment.\nRecommended Action: Direct City Manager to work with the City Staff and\nSheriff's Department to return with amendments to the City of Encinitas\nMunicipal Code Title 14 that address e-bike safety in the City of Encinitas.\n2026-01-28 Item 12B Council Initiated Item O’Hara - Ebikes Jan 2026
