11.A. \nAuthorization of Modification to the Measure YY/GS Master Facilities Use\nAgreement with the Santa Monica-Malibu Unified School District\nRecommended Action\nStaff recommend that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines; and\n2. Authorize the City Manager to execute a modification to agreement 10658,\nthe Measure YY/GS Master Facilities Use Agreement with the Santa Monica-\nMalibu Unified School District, to extend the term indefinitely.\n11.B. Polling Results On Potential 2026 Parcel Tax Ballot Measure\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding that the report provided herein is not a “project” subject to the\nCalifornia Environmental Quality Act (CEQA);\n2. Receive the results of a statistically reliable community survey of Santa\nMonica voters, conducted in October 2025, to gauge sentiment around a\npotential parcel tax ballot measure; and provide direction to staff on whether\nto continue preparations to place the measure on the November 2026 general\nelection ballot.11.C. \n2025 Parks and Recreation Vision Plan\n\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines;\nand\n2. Receive and approve the 2025 Parks and Recreation Vision Plan.
